What is it?
Australian Apprenticeships Centres undertake the following tasks when monitoring competency-based training:
-
sign up and induction - complete the training contract and lodge it with the Department of Education and Training (DET) for registration
-
connect the employer and apprentice or trainee to a supervising registered training organisation
-
attempt to resolve general workplace issues during the term of the training contract.
Monitoring principles
An Australian Apprenticeships Centre is the first point of contact for an employer, the apprentice or trainee after commencing the training contract. As a result they play an important role in ensuring the successful progression through, and completion of, each training contract.
Where an Australian Apprenticeships Centre becomes aware of an issue affecting training contract progression they will attempt to resolve the issue directly with the parties in the first instance. Where a resolution can not be reached, the Australian Apprenticeships Centre will refer the issue to DET for assistance.
Australian Apprenticeships Centre staff should monitor training contracts at the following approximate points of an apprenticeship:

four to seven months
-
seven to 12 months.
Priorities for initial contact:
-
ensure the suitability of the workplace to train the apprentice or trainee
-
ensure the training contract is registered as soon as possible
-
explain the nominal term (and the expected duration for apprenticeships)
-
explain the principles of competency-based training
-
notify the supervising registered training organisation of pending enrolments
-
advise the parties to commence training as soon as possible.
Priorities for following contacts:

ensure employment of the apprentice or trainee is continuing
-
ensure the supervising registered training organisation has acknowledged the enrolment of the apprentice or trainee
-
ensure the training plan has been developed and training has commenced
-
monitor progression to ensure blockages restricting progression are removed.
Related issues that can prevent progression through training:
-
the employer delaying contacting the Australian Apprenticeships Centre
-
the employer can not provide or arrange to provide, facilities, range of work, supervision and training
-
back-dating the commencement date of the training contract.
