What is it?
The supervising registered training organisation is responsible for the following in monitoring competency-based training:
-
providing an induction to the employer and apprentice or trainee
-
negotiating the training plan as soon as possible
-
develop a training plan outlining training that will be delivered to the apprentice or trainees - the training plan must outline training that will be delivered by the training organisation and the employer
-
advising the employer and apprentice or trainee of their roles and responsibilities in training.
Monitoring principles
The supervising registered training organisation should form a partnership with employers to ensure there is timely progression for each apprentice or trainee throughout their training contract.
The supervising registered training organisation is required to perform monitoring contacts each year for the duration of the training contract. These contacts should be used to:

monitor progression to ensure blockages restricting progression are removed
-
ensure training and assessment is occurring on and off-the-job (supervised training) in line with the training plan
-
review progress in the training record.
Priorities for supervising registered training organisations:

perform inductions as soon as possible
-
negotiate the training plan with the parties
-
ensure parties have a thorough understanding of the training plan
-
explain expected duration and expected progression
-
ensure parties understand the importance of forming an effective partnership
-
encourage parties to commence training as soon as possible
-
ensure credit transfer and recognition of prior learning are discussed and applied where suitable.
Related issues that can prevent progression through training:
-
late notification to the supervising registered training organisation of the commencement of employment
-
training plan not developed as soon as possible
-
induction and training does not occur as soon as possible
-
lack of detail provided to the parties during induction
-
lack of training delivered by the supervising registered training organisation or employer
-
processes of competency-based training, credit transfer or recognition of prior learning are not followed.
