Offshore and interstate delivery
All Queensland registered training organisations (RTOs) have registration to conduct their business nationally. This is often referred to as national registration. However, RTOs that wish to deliver training outside of Queensland must meet certain requirements.
Delivering training in other states or territories
Organisations registered in Queensland and wishing to deliver training in other states and territories, can begin training or assessment in any other state or territory, but must notify the Training and Employment Recognition Council in Queensland (using the RTO3 form - notification guide and form ) within 21 days of commencing that training delivery that they are doing so.
Registration in one state or territory means that a training organisation permitted to deliver in any other state or territory. However, an RTO must notify its registering body of the states or territories in which it is operating so that the details of both the registered training organisation and the training to be delivered and assessed can be updated on the training.gov.au (TGA) website.
Please note, a registered training organisation delivering training and assessment in another state or territory must ensure that it complies with all the legislative and licensing requirements of that state or territory. Additionally, registered training organisations delivering training and assessment in other states or territories may be audited for Australian Quality Training Framework compliance by state or territory registering bodies.
Delivering training outside Australia
Offshore training refers to the marketing, enrolment processes and delivery and/or assessment of programs/courses in a country other than Australia by an Australian-approved provider, where delivery includes a face-to-face component. The education and/or training activity may lead to an Australian qualification or may be a non-award course, but in either case an Australian approved-provider is associated with the education/training activity.
Registered training organisations delivering training offshore must comply with the requirements of the Australian Quality Training Framework. Overseas operations are subject to the same quality requirements as those in Australia.
Organisations registered in Queensland and wishing to deliver training offshore, can begin training or assessment offshore, but must notify the Training and Employment Recognition Council in Queensland (using the RTO3 form - notification guide and form ) that they are doing so within 21 days of commencing that training delivery.

Delivering training in Australia to overseas students
To deliver training to overseas students, a provider must be a registered training organisation and be listed on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS). To be listed on this register, a registered training organisation must meet all relevant state and territory requirements, as well as the provisions of the National Code which sets out nationally consistent standards for registration and provider conduct.
In Queensland:
- the registration of training providers is managed through the Training and Employment Recognition Council and
- the process of applying for registration on the Commonwealth Register of Institutions and Courses for Overseas Students is managed by the office of non-state education in the Department of Education (on behalf of the Australian Government's Department of Education, Employment and Workplace Relations which is responsible for the register).
The Queensland requirements assure the quality of the education and training services, while the Australian Government requirements under the Education Services for Overseas Students Act 2000 focus on:
- migration aspects
- protection and enhancement of Australia 's international reputation
- ensuring overseas students receive the tuition for which they have paid.
